The West Virginia School Board Association will hold a series of regional training sessions during the remainder of the fiscal year.

In addition to discussions of legislation adopted during the West Virginia Legislature’s 2019 Regular Session, regional meeting participants will engage in a structured dialogue session regarding consolidation  of county school districts. “This is a ‘live’ issue,” according to West Virginia School Board Association Executive Director Howard M. O’Cull, Ed.D.

Additionally O’Cull said “school district consolidation, while unlikely to occur through combing of counties, is a matter of growing interests to an array of folks from academicians to politicians to those individuals and groups who advocate efficiencies in government.”

“Most of the proposed models will not prove palatable to the public, Yet there are models, based around services and combined or duplicate functions, counties should explore. The key is ‘the public.’ West Virginia citizens want a framework for local schools that is accessible not located counties away,” said O’Cull.

“As an organization we should welcome the discussion regarding county board consolidation, given the fact it is better to be at the table than on the menu,” said O’Cull.

Other training topics relate to discussions of legal matters affecting county boards of education, effective county board/county superintendent relations and matters of regional interest, according to O’Cull.

As required by legislation adopted several years ago, county boards are required to conduct a performance appraisal.

Performance appraisal responses are anonymous. Results are tabulated by an external organization.

When corporate results are shared with a county board, the board may use results for goal-setting, planning and for other evaluative purposes, according to West Virginia School Board Association Executive Director Howard M. O’Cull, Ed.D.
