The West Virginia School Board Association’s (WVSBA) FY21 Annual Business Meeting will be held Saturday, February 22, 2019, in Charleston.

The Annual Business Meeting is held in conjunction with the Associations’ Winter Conference.

The conference is scheduled for next weekend in Charleston (Marriott Town Center Hotel).

The associations’ Constitution stipulates each county is entitled to one voting delegate.

Business items include:

  • Review of revised county board member training Procedures as adopted by the state Board of Education in December 2019.
  • Overview of legislative matters affecting county boards of education.
  • Review of statutorily-required county board self-assessment (self-evaluation) as stipulated in §18-5-1c. The self-assessment instrument will be developed by a committee comprised of county boards of education members, county superintendent and state Department of Education staff.
  • Election of FY21 Executive Officers (president, president-elect, vice president, financial officer), co-regional directors and directors-at-large.

Willard R. “Bill” Daggett, Ed.D., founder and Chairman, International Center for Leadership in Education, will be keynote presenter at the West Virginia School Board Association’s (WVSBA) Winter Conference which will be held February 21/22 in Charleston (Marriott Town Center Hotel).

Daggett, is considered one of the nation’s foremost school improvement specialists, according to Howard M. O’Cull, Ed.D., WVSBA Executive Director.

Daggett's System for Effective Instruction and Rigor/Relevance Framework are the cornerstones of many school improvement efforts throughout the United States.

According to Daggett’s website, “Thousands of school districts have sought Daggett’s guidance for planning and implementing systemic change.”

In his presentation to WVSBA members, Daggett will focus on county boards of education accountability for student achievement – the central focus of 2019 public education reform legislation in West Virginia.

A second conference program segment will include a plenary session in which various demographic trends having an impact on public schools, especially in the next few years.

John Deskins, Ph.D., Assistant Dean for Outreach and Engagement, and Director of the Bureau of Business & Economic Research at West Virginia University, will coordinate this conference session.

“We will use ‘today’s’ statistics in order to forecast future county and regional population trends, including aging, as well as economic considerations, and schooling,” according to O’Cull.

 

O’Cull said this conference presentation will familiarize conference participants with the concepts of organizational culture and climate, helping county board members and county superintendents determine the type educational culture counties “may have” relative to the educational culture a county school system “may need.”

Steve Gruenert, a professor at Indiana State University, will present this program segment. He has studied organizational culture and climate for more than 20 years and continues to learn and collaborate with other researchers as these concepts evolve.

Gruenert is the coauthor of School Culture Rewired: How to Define, Assess, and Transform It (ASCD) and Minds Unleashed: How Principals Can Lead the Right-Brained Way (Rowman & Littlefield Publishers).

O’Cull said Grunert’s presentation would usually be aimed at public school educators. He said, however, “we will introduce this topic in such a way county board members will see schools as complex and, to a lesser degree, how community values affect school culture and state-level school reforms.”
