Listed below are West Virginia Senate and House of Delegates bills introduced Jan. 16-20, 2012, during the first full week of the Second Regular Session of the 80th West Virginia Legislature.

Today is the day 13 of the session.

February 20is the last day to introduce bills in the Senate and the House. (There are certain exceptions, including supplemental appropriations bills for example.)

County Boards

Bill would increase county board member compensation

Senate Bill 328.

Similar to House Bill 4073, this measure would increase the amount of compensation county boards of education members may receive for attending regular, special and emergency meetings. The bill would increase from $100 to $200 the amount a board member may receive for attending Regional Education Service Agency Council meetings. The bill also would increase the amount of compensation from $160 to $200 a board member may receive for each board meeting attended. The bill permits board members who serve on an Administrative Council of a Multicounty Vocational Center, a County Extension Service Committee or any other public council, committee or governing board to receive up to $200 per meeting. The bill limits the number of compensable meetings of each council, committee or governing board to 12 per fiscal year. Finally, the bill would permit county board members to be compensated up to $200 per day for approved training classes, up to a maximum of six (6) days per fiscal year. This bill is similar to House Bill 4073. There are six House sponsors, including lead sponsor House Education Chairwoman Mary Poling, D-Barbour. Introduced Jan. 13. Referred to House Education then House Finance.

Measure would provide for Innovation Zones for county boards subject to state Board of Education Intervention

Senate Bill 371.

The purpose of this bill is to provide for Innovation Zones for county school systems that are under a state of emergency. The bill would authorize the state Board of Education to select a county school system to serve as a county Innovation Zone Pilot Project. The bill would allow the state Board of Education to promulgate rules and emergency rules. The bill contains procedure and criteria for application and selection as a County Innovation Zone. The measure would require the development of County Innovation Zone Plans, including a specified public meeting to obtain feedback. Finally, the bill would permit exceptions from county and state Board of Education rules, policies and interpretations and statutes subject to legislative approval. (School personnel statutes would not be affected.) Sponsored by Senate President Jeff Kessler, D-Marshall, and Mike Hall, R-Putnam, Minority Leader. Introduced Jan. 20. Referred to Senate Education.
